o   Real Estate Law.  Expertise in Property Title, Easements, Construction, Co-tenancy Relationships, Leasing, Conservation Easements, Purchase and Sale Documentation, Wetlands and Endangered Species Protection, Environmental Law, including CEQA appellate work.

o   Land Acquisition.  Site location research, due diligence, land use marketability analysis, purchase/sale negotiations, and preparation of complex acquisition documentation.

o   Real Estate Economics.  Land use marketability analysis, economic base analysis, real estate investment analysis, property valuation, and marketing.

o   Comprehensive Land Use Planning.  General Plans, Community Plans, Specific Plans, Zoning, Development Entitlement Processing, Environmental Review, Transportation and Infrastructure Planning and Financing, and Compliance with State and Federal water, air quality, wetlands, floodplain, endangered species regulations.   

II.  Chronological Work Experience (planning emphasis)

o   Development Research Associates – Research Analyst. 1969-1972. Research Analyst for Development Research Associates in Los Angeles and Chicago. Travel across the United States.  Preparation of reports for both public and private sector clients-- assignments included land use marketability studies, industrial site location, community redevelopment, and recreation and tourism economic development research.

o   California Coastal Zone Conservation Commission - Appeals Analyst. 1972 to 1975. Employment by the statewide Commission as a Planning and Appeals Analyst. Responsible for the preparation of planning documents and appeal recommendations for development projects along the California coastline. Work included involvement in the development of Coastal Zone Management Plan.

o   Placer County and Nevada County, California, Resource Conservation Districts - Program Director. 1975 to 1978. Program Director responsible for all aspects of the administration of its various programs, including supervision of 10 employees. Local, state and federal program grant procural. Preparation of sedimentation control plans for both Nevada and Placer County, draft grading ordinances, surface mining reclamation program, and watershed management planning. 

o   California Resource Conservation Commission - Executive Director. Interim six month appointment as the Executive Officer of the statewide California Resource Conservation Commission.  Leadership in the design and promotion of a new program for the Commission and Resource Districts.  

o   Law Practice. 1977 to Present. Partner in law office from 1977 to 2002. Solo practice from November 2002 to the present. Based in Placer County, California.
